Job Summary: Assists the Catalyst Project Finance and Operations Manager in meeting Pathfinder and USAID financial requirements and in all aspects of office management and operations.
Job Description:
Finance/Budget:

Provides information, clarification and consultation to the Finance and Operations Manager on the financial implications of business decisions, and assists in planning and development and monitoring, of the Catalyst program and office budget.

Works closely with Pathfinder Headquarters Finance & Administration Division to ensure adequate control procedures are followed for Catalyst with respect to the management of cash resources, and maintain Catalyst compliance with Pathfinder guidelines. Reviews Pathfinder/Catalyst and subcontractors’ financial reports and makes suggestions for improvement or corrections.

Reconciles accounts, analyzes budget balances. Prepares the Monthly Office Reports (MOR) enters all information from bank books into the MOR software; checks that the summary and detailed entries of MOR printouts agree with bank books; and submits to Pathfinder Headquarters every month in a timely manner.

Monitors the accounting for and reconciliation of travel advances and submissions of Travel Expense Vouchers (TEVs), the preparation and submission of international and in-country air tickets and travel advances. Checks the international travel vouchers submitted by staff and ensures that travelers have attached all required supporting documentation before processing the payments.

Prepares payment vouchers and arranges all Catalyst related payments with the approval of the Finance and Operations Manager. Maintains petty cash and certifies accuracy before it is replenished.

Collects quotations, analyzes them and submits recommendations to the Finance and Operations Manager for purchase of office furniture, equipment, supplies and services in accordance with Pathfinder’s procurement procedures.

Provides technical support to the Pathfinder/Catalyst sub-contractors’ finance staff when needed.

Reviews all external audits reports and ensures recommendations are implemented; facilitates annual external audit; attends exit conferences of all project audits; and relays audit recommendations to the Finance and Operations Manager.
Qualifications:
-
University degree or diploma in accounting and minimum of five years experience in general accounting, preferably with USAID-assisted projects and/or health or social service NGOs like Pathfinder.

Excellent interpersonal skills and ability to work cooperatively with staff from diverse cultures, individually and in teams.

Excellent communication skills (written and spoken) in English.

Computer skills in Windows, Microsoft Word, Lotus 123, Excel, and ability to rapidly master other software.
