The CATALYST Monitoring and Evaluation Plan submitted to USAID in Year I includes process, output and outcome indicators to measure the progress and effectiveness of interventions in achieving CATALYST objectives. Indicators are organized into two categories: Intermediate Results and Sub-intermediate results.  These cover key aspects of the demand and supply of FP/RH services, such as increased access to and improved quality of FP/RH clinical and non-clinical programs; increased capacity for informed FP/RH decision-making by clients and communities; increased capacity of the public and private sectors to sustain quality FP/RH programs; scale-up and donor coordination; and indicators to measure the achievement of global leadership.

Data sources and data collection mechanisms are described for each indicator.

The CATALYST Conceptual Framework guiding the monitoring and evaluation of interventions includes both health outcomes and changes in gender equality outcomes. (See CATALYST Conceptual Framework). Both outcomes are treated as equally important, following the rights-based approach outlined in the Cairo Platform for Action.

Some recent examples of our work to measure access, quality, expansion, integration and sustainability of family planning programs include the monitoring and evaluation plans written for Egypt, Bolivia, Peru, and India.
